Scott Eckart

Scott Eckart’s two decades of political expertise has focused on bipartisan solutions that shape impactful policy. He’s a trusted advocate in a variety of policy areas, including healthcare, financial services, energy, international trade, and technology. Scott secured key wins for his clients in landmark legislation, including 2011 free trade agreements, the Bipartisan Infrastructure Investment and Jobs Act, and the Inflation Reduction Act.

Scott spent eight years as the Lead Democratic Lobbyist at the U.S. Chamber of Commerce where he built diverse coalitions and implemented comprehensive lobbying strategies. Prior to the Chamber, Scott served as the Senior Vice President of Legislative Affairs for the Democratic Leadership Council.

Hadley Sosnoff

Hadley provides strategic counsel to clients on policymaking efforts in Congress and at federal agencies. During his tenure working on behalf of a diverse range of clients, Hadley has represented several industries, securing significant legislative and regulatory achievements despite challenging political headwinds. At Emergent, Hadley has worked with Congressional champions to craft bipartisan legislation, provide Congressional feedback to agencies engaged in rulemaking and provide political counsel to clients looking to build deep relationships on Capitol Hill. His relationships with moderate pro-business Democrats have helped his clients secure legislative victories in the No Surprises Act, CHIPS and Science Act and the Bipartisan Infrastructure Investment and Jobs Act.

With over fifteen years of experience working on Capitol Hill and in the private sector, Hadley has extensive working knowledge and unique understanding of the federal political landscape. In addition to several positions working in government relations in the private sector for trade associations and lobbying firms, Hadley spent several years working on Capitol Hill, most recently as Legislative Director for a centrist Congressional office. Hadley also served on the legislative staff for the former Appropriations Committee’s top Democrat in various capacities.

Michael Claunch

Michael Claunch is a seasoned government affairs professional with over a decade of experience representing corporations, non-profits, and trade associations before Congress and federal regulatory agencies. Serving at the forefront of evolving Washington's political dynamics, Claunch leverages his expertise to assist clients influence emerging legislative and regulatory trends in the technology, antitrust and competition, financial services, consumer protection, and international trade policy arenas. Additionally, he has established trade associations, coordinated national public affairs campaigns, and managed effective political giving strategies.

Leading the firm’s technology portfolio, Claunch's expertise plays a crucial role in advancing Emergent clients' objectives within privacy, competition, content moderation, cybersecurity, and artificial intelligence debates.

With a B.A. in Political Science and History from the University of North Carolina at Chapel Hill, Claunch began his career in the office of Rep. Walt Minnick (D-ID) before serving as Director of Government Relations at Vigilant Worldwide Communications.

Meghan O’Hara

Meghan O’Hara brings her instinct and critical understanding of the political environment to the Emergent team, assisting clients in navigating the intersection between policy and business goals. She has become an important advocate in policy areas related to competition, federal privacy, digital advertising, women’s reproductive rights, energy/environment, defense, and appropriations. Additionally, her political antennae have been honed, not just with time at Emergent, but on the campaign trail to competitive House and Senate campaigns during the 2022 midterm elections.

Prior to Emergent, Meghan worked with the Idaho State Department of Agriculture coordinating several interagency projects; working with County, State, and Federal officials to ensure efficient execution of tax-payer projects. She also spent time as a ski instructor at Schweitzer Mountain Resort.

Meghan O’Hara received her B.S. in Finance and Political Science from the University of Oregon.

Policy Coordinator

Reeya Patel

Reeya Patel brings with her a diverse background in public service and a commitment to congressional advocacy for our client’s priorities. In addition to leading our policy research program, she is also integral in helping team-members and clients with targeted outreach on the Hill and assists in executing Emergent programming for members of the Democratic Caucus on both the House and Senate side.

Prior to her time at Emergent, Reeya has gained experience in both the nonprofit world and local politics, working for She Should Run and her hometown Santa Clara local government, respectively. From She Should Run, Reeya brings with her skills in project management and network outreach across the country. From local government, she has also gained experience in healthcare and environmental policy research, media analysis, and event planning.

Reeya graduated summa cum laude with a BA in Political Science, History, and Economics from the George Washington University. She is originally from the Bay Area.

Strategic Partner

Marty Schuh

Marty has over 15 years of experience in Washington and external relations, working in both the Administration and Congress and spending the last 8+ years in the private sector. Prior to joining our team, Marty was Head of Government Affairs at the Commercial Real Estate Finance Council.

For the most of the last decade, Schuh has worked to educate Congressman and their staff and the development of legislation. He has worked with both parties in both chambers to elevate the visibility and relevance of his clients both behind the scenes and in formal hearings.

Marty previously worked for the office of Senator Bob Corker of Tennessee, where he worked on a host of legislative initiatives including Dodd/Frank financial reform and the Affordable Care Act. Prior to working in the Senate, Marty worked as a Special Assistant at the Department of Health and Human Services under Secretary Mike Leavitt. Additionally, he served as lobbyist and external affairs director for ACS.
